Can a government be transparent and still keep people in the dark?

Transparency fails when information arrives after the decision is already made.

The fix is to build transparency into the decision path:

➟ Define what evidence supports the choice.

➟ Show who is responsible for the next step.

➟ Report progress before the deadline, not only after failure.

✅ Citizens can follow the reasoning.

✅ Staff can see where accountability lives.

✅ Leaders can correct course while action is still possible.

In my NC Senate experience and Slade Strategy Group work, I have seen that trust is shaped less by polished reports than by visible decision-making habits.

Good governance makes the process legible while the work is happening.
